The Inland Rules of the Road govern meeting situations like this on a river. Rule 14 allows vessels meeting head-on to agree to a starboard-to-starboard passing when safety permits, especially in clear waters like a river bend. Under Inland Rule 34(a), a passing agreement reached by radiotelephone is considered a proper signal of intent, and no whistle signals are required unless the radiotelephone agreement is not understood or a maneuver must be initiated immediately without time for radio.
