A vessel "restricted in her ability to maneuver" (RAM) is defined in Rule 3(g) of both the International and Inland Rules of the Road as "a vessel which from the nature of her work is restricted in her ability to maneuver..." Examples include laying or sweeping mines, dredging, or servicing navigation marks. Adverse weather (A) or loss of steering (D) are separate classifications ("vessel not under command").
