A. A vessel of less than 20 meters in length

According to Rule 9 (Narrow Channels) of both the International and Inland Navigation Rules, a vessel of less than 20 meters in length, or a sailing vessel, shall not impede the passage of a vessel that can safely navigate only within a narrow channel or fairway. While vessels "not under command" (Option B) or "engaged in surveying" (Option C) generally have a higher rank in the hierarchy of responsibilities (Rule 18), Rule 9 specifically places the burden on smaller vessels to stay out of the way of those restricted by the channel itself, regardless of the smaller vessel's maneuverability.
